Kimberly Mirabella
Deputy Sheriff for the County of Riverside

Kimberly Mirabella has been a Deputy Sheriff for the County of Riverside for 13 years. She is a single mother of 2 and has a bachelor’s degree from Cal State Fullerton in Liberal Studies.

Kimberly started the basic academy in October 2008, graduating in April 2009. She worked at Robert Presley Detention Center from 2009 to January 2015 when she was transferred to the City of Moreno Valley and assigned to patrol. While on patrol, she worked cases that included violent Crimes such as Domestic Violence, Assault, Battery, Criminal Threats, Witness Intimidation, and Homicide; Sex Crimes such as Sexual Assault, Forcible Rape, and Child Molestation; Theft and Fraud Crimes such as Burglary, Shoplift, Vehicle Theft, Credit Card Fraud, Check Fraud, and Embezzlement; Vandalism such as Graffiti, Vehicle and Property Damage; and Narcotics investigations involving methamphetamine, marijuana, and marijuana cultivation.

In 2018, Kimberly transferred to the Community Services unit where she was an Explorer/Volunteer advisor, ran the Neighborhood Watch Program, was a Sheriff’s Event planner and was a liaison between the community, city and station reference non-related criminal matters

From November 2020 to present, Kimberly has been assigned to the Moreno Valley Station’s Problem Oriented Policing Team/Homeless Outreach Team. She works with both city and code enforcement along with parole and probation to eradicate homeless issues, marijuana grows, and saturation patrols. She works cohesively with our robbery/burglary suppression team, and gang team to included warrant service and assisting in major crime investigations.

Julie V. Russo, CCAM
The Management Trust (TMT)

Julie has been an employee-owner at The Management Trust (TMT) since October 2017, and she is based in Corona, CA. She has a Bachelor’s Degree in Administrative Management and has provided supervision and oversight of the day-to-day operations of a combined total of 1,000 employees. She has previous work experience in law enforcement; she worked for the State of Arizona as a Crisis/Hostage Negotiator, Recruitment Sergeant, and Staff Instructor. He has also participated as a panelist speaker for CACM Law Seminar. She believes her previous work experience has better prepared her for her current career in the community association industry. This prior work experience provided her with valuable skills such as leadership, organization, task prioritization, time-management, conflict-resolution, and effective supervision. She believes integrity, honesty, and professionalism are imperative in the role of a Community Association Manager.

Additionally, Julie believes in giving back to the communities she serves. She is the Community Outreach Chair for the Southern California Division of TMT. As the Chair of this committee, she is integral in encouraging her fellow employee owners to partner together to provide families in need with basic essentials such as food and clothing. She also has held toy drives to provide to sick children for a local hospital outside of the holiday season.

Lia Dalhover, CCAM-ND
Prime Association Services

Lia Dalhover, Director of Education & Compliance, with Prime Association Services has over 14 years of community management experience.  Her passion for teaching, mentoring, learning and processes lead to her promotion as Director of Education and Compliance.  She is notorious for creating “how to’s” for both internal and external clients which in turn has proven her theory of working smarter, not harder.  Lia strives to create a harmonious relationship with her boards and community members and does so by taking the time to empower her members with education.  
Lia’s management experience ranges from managing mid-rises, onsite management, and new construction. Lia regularly attends state compliance updates to create in-house educational programs for our staff and clients.  Lia is an active member in the Community Association Institute and is part of the CAI Great I.E.’s Education Committee.  She obtained her specialty designation for new construction management through California Association of Community Managers.  Her passion for learning lead her to new construction set-up and management.  She prides herself in balancing homebuilder and homebuyer relationships through a smooth turnover process and effective communication throughout the transition.  Lia attributes this success to her partnership with reputable homebuilders, industry partners, and the Prime’s company culture.
Lia goals are to promote education in the industry in her current role and by contributing to the CAI Greater IE Chapter’s continued success by promoting continued education and camaraderie through Chapter events.
